NJ Reentry Corporation conference addresses trauma-informed mental health treatment in justice reform

The New Jersey Reentry Corporation (NJRC) held its annual conference on April 2, bringing together leaders from government, medicine, psychiatry, law, and public life to discuss the impact of trauma on individuals involved in the justice system and emphasize the importance of integrating mental health and addiction treatment into reentry policies.

The event at Saint Peter’s University in Jersey City focused on how trauma can affect thinking, emotions, and behavior for people returning to society after addiction treatment, incarceration, or combat. The topic is significant as criminal justice systems increasingly encounter individuals whose actions are influenced by untreated trauma alongside poverty and instability.

Governor Mikie Sherrill opened the conference by highlighting her commitment to effective reentry programs and public safety. “In too many cases we have seen a prison sentence be a lifetime sentence, so that’s why the work to create better job opportunities, to have mental health support, to have diversion programs … is important,” Sherrill said. “We are finding ways to make sure that people can thrive after incarceration, or if we’re really successful to avoid it in the first place.”

Harvard-trained neuroanatomist Dr. Jill Bolte Taylor delivered a keynote address explaining how trauma affects brain function. Other medical professionals at the event reinforced calls for more clinically grounded responses for those with behavioral health needs involved with the justice system. Assembly Speaker Craig Coughlin spoke about building systems that respond intelligently to these challenges.

A bipartisan panel of former New Jersey governors discussed issues such as poverty and domestic violence intersecting with addiction and instability while underscoring the need for clinical mental healthcare during incarceration and after release. U.S. District Court Judges Madeline Cox Arleo, Zahid Quraishi, and Esther Salas also participated in discussions about shaping a more humane justice system.

Phil Alagia from Essex County said correctional facilities are now often managing serious mental health cases; he noted that Essex County Correctional Facility effectively serves as New Jersey’s largest mental health hospital.
