Port Authority activates winter storm protocols at major New York-New Jersey airports

The Port Authority of New York and New Jersey has implemented a set of winter storm preparedness protocols at John F. Kennedy International, Newark Liberty International, and LaGuardia airports ahead of an expected weekend storm. The agency is working with airlines and terminal operators to maintain safe and efficient airport operations during the weather event.

Emergency Operations Centers (EOC) have been activated at each airport to coordinate real-time responses throughout the duration of the storm. These centers will operate around the clock, ensuring that all relevant stakeholders are involved in managing operations.

Following a review in 2018, the Port Authority revised its winter storm procedures based on operational lessons learned. The updated measures aim to reduce disruptions for travelers and help restore normal airport functions quickly after severe weather.

Key elements of the current protocol include early recommendations for flight cancellations based on forecasts, mutual aid among airport stakeholders for sharing equipment and staff, enhanced baggage service standards, verification that critical equipment is ready, and plans for adequate staffing levels. Employees are encouraged to stay on or near airport grounds to ensure continued operations despite travel difficulties caused by snow or ice.

Communication with passengers remains a priority during storms. The EOCs coordinate messaging among terminal operators, airlines, and the Port Authority to provide consistent updates. Gate assignments are also managed centrally to avoid delays caused by inactive aircraft occupying necessary positions.

“Our priority during winter storms is straightforward — keeping passengers safe, informed, and moving while restoring normal operations as quickly as conditions allow,” said Port Authority Executive Director Rick Cotton. “Since 2018, we’ve made significant, sustained improvements in how our airports prepare for and respond to severe weather, working in close coordination with airlines, terminal operators and our regional partners.”

“The Port Authority has invested heavily in preparedness, coordination, and accountability across our airport network,” said Port Authority Chairman Kevin O’Toole. “These measures reflect our commitment to learning from past storms and delivering a better experience for travelers even in the most challenging weather conditions.”

Travelers are advised to check directly with their airlines or consult the Federal Aviation Administration website before heading to airports for updated information about flight status or possible delays.

The Port Authority oversees major transportation infrastructure within a port district covering approximately 1,500 square miles across New York and New Jersey. Its responsibilities include managing key airports such as JFK International Airport, Newark Liberty International Airport, LaGuardia Airport as well as bridges, tunnels,ports, cargo facilities,and rail systems.
