Winifred Smith-Jenkins, Director of Early Childhood Policy and Advocacy at Advocates for Children of New Jersey (ACNJ), recently presented testimony to the Senate Education Committee regarding Senate Bill 4476. The bill aims to address obstacles affecting the expansion of high-quality preschool education in New Jersey.
Smith-Jenkins emphasized the importance of a mixed delivery system that includes community-based providers as key contributors to early childhood education. “This bill is a critical next step,” she stated, highlighting its role in simplifying the contracting process and extending contract terms to three years.
The introduction of multi-year contracts offers stability to providers, allowing them to secure loans, upgrade infrastructure, purchase necessary furnishings, and invest in quality classroom materials. Smith-Jenkins noted that these contracts help manage financial challenges that typically arise in June when partial payments may lead to cash flow issues despite ongoing expenses like staff salaries, rent, and utilities.
According to Smith-Jenkins, Senate Bill 4476 provides assurances previously lacking for providers. It fosters confidence in planning and growth by establishing a long-term commitment between providers and local school districts rather than short-term agreements.
“We urge your support for S4476,” concluded Smith-Jenkins. She called on the committee members to support the bill and provide a stable foundation for preschool programs across New Jersey.
