The New Jersey Board of Public Utilities (NJBPU) has awarded a combined 3,742 MW of offshore wind capacity to Invenergy and energyRE’s Leading Light Wind Project and Attentive Energy LLC’s Attentive Energy Two Project. This decision marks a significant step towards the state's goal of achieving a 100% clean energy economy by 2035. The NJBPU's unanimous vote allocated 2,400 MW to Leading Light Wind and 1,342 MW to Attentive Energy Two. Together, these projects are expected to generate $6.8 billion in economic benefits for New Jersey and provide enough energy to power 1.8 million homes.
Governor Phil Murphy stated, “Today’s Third Solicitation awards are undeniable proof that the future of offshore wind in New Jersey is as strong as ever.” He emphasized the state's strategic advantages, including its workforce and status as a regional supply chain hub, which attract top developers globally. Murphy added that these projects would create jobs and environmental benefits while advancing the state’s clean energy goals.
NJBPU President Christine Guhl-Sadovy remarked, “Today’s award further cements New Jersey’s commitment to building a strong offshore wind industry.” She highlighted the long-term environmental and economic benefits of the projects, which include thousands of well-paying jobs.
Tim Sullivan, Chief Executive Officer of NJEDA, noted that this development aligns with Governor Murphy's mission for clean energy leadership. “Offshore wind is a once-in-a-generation opportunity to invest in our long-term economic growth and sustainability,” he said.
Environmental Protection Commissioner Shawn M. LaTourette underscored the importance of offshore wind for meeting clean energy targets and mitigating climate change impacts. He assured that efforts are being made to ensure responsible development that protects natural resources while providing green jobs.
The awarded projects will support the establishment of a tower manufacturer at the New Jersey Wind Port and expand the EEW monopile facility at the Port of Paulsboro. These initiatives are expected to create over 27,000 direct, indirect, and induced full-time equivalent job years.
The comprehensive approach aims to balance value for ratepayers with environmental protection and commercial interests. The projects have committed over $60 million towards environmental and fisheries research, monitoring, and conservation efforts.
Residential customers will see an impact on their bills amounting to $6.84 per month once these facilities become operational.
The Murphy Administration continues its focus on clean energy transition through various initiatives such as developing the nation’s first purpose-built Wind Port in Salem County and establishing a Wind Institute for workforce development under NJEDA's administration.
On November 29, 2023, Governor Murphy directed NJBPU to expedite the State’s fourth offshore wind solicitation with project awards expected in early 2025.
