New Jersey announces fourth solicitation for up to four gigawatts of offshore wind

Governor Phil Murphy and New Jersey Board of Public Utilities (NJBPU) President Christine Guhl-Sadovy have announced the approval of the fourth offshore wind solicitation guidance document (SGD) and the opening of the fourth offshore wind solicitation. The application window for this solicitation opens today, April 30, and will remain open until 5:00 p.m. ET on July 10, 2024.

The fourth solicitation aims to award between 1.2 gigawatts and approximately 4 gigawatts of offshore wind generation capacity. This initiative seeks to meet New Jersey’s procurement goals by encouraging competition, promoting economic development, and addressing climate impacts at the lowest reasonable cost and risk to New Jersey ratepayers.

“This latest solicitation is further proof of our commitment to building a strong and thriving offshore wind industry that will deliver undeniable economic and environmental benefits to our state, for both this generation and the next,” said Governor Phil Murphy. “BPU’s latest solicitation will help guarantee that New Jersey residents have access to clean, affordable energy produced right here at home and powered by our very own union workforce.”

“After gathering valuable and robust feedback from stakeholders, the NJBPU is proud to release its fourth offshore wind SGD,” said NJBPU President Christine Guhl-Sadovy. “We look forward to considering the next round of applications as we continue to combat the intensifying climate crisis and solidify New Jersey as a national offshore wind hub.”

In its most recent solicitation on January 24, 2024, the Board awarded two of New Jersey’s largest offshore wind projects: the 1,342 megawatt Attentive Energy Two project and the 2,400 megawatt Leading Light Wind project. These projects are expected to generate $6.8 billion in economic benefits for the state, including approximately 4,350 new jobs in direct construction and maintenance of offshore wind farms, as well as jobs in related fields.

Developers of both projects recently highlighted their potential economic impact alongside Murphy Administration officials and representatives from organized labor at an event held at the Eastern Atlantic States Regional Council of Carpenters’ Commercial Dive School facility in Sicklerville.
