For years, Colorado residents have observed a significant increase in their utility bills, compelling many households to choose between heating and other essential needs. The cause of these escalating energy costs has been attributed to the decisions of a small group of unelected officials.
The Public Utilities Commission (PUC), consisting of governor-appointed members, has consistently approved rate hikes that impact consumers. These increases are designed to cover business costs resulting from legislative mandates aimed at transitioning Colorado to new energy sources.
Americans for Prosperity (AFP) expressed concern over the state's handling of its abundant energy resources. "Action and change were imminent," the organization noted.
In the Rocky Mountain region, winters bring subzero temperatures, making it crucial for homes to remain heated. However, since 2019, the average monthly residential electricity bill in Colorado has risen by nearly 40%. This increase has significantly impacted household budgets.
Leroy, an elderly resident, stated, “I cover the windows with plastic because this house was built in 1907... We have to somehow correct this and make it reasonable for us.”
Xcel Energy's suggestion that consumers should lower their thermostats during below-freezing temperatures further fueled discontent among residents. In response, AFP began educating Coloradans on the reasons behind rising energy costs and demanded accountability from responsible parties.
In January 2023, AFP launched their “No More Rate Increases” campaign. Volunteers mobilized across neighborhoods despite freezing conditions to distribute blankets and engage with affected households. Jesse Mallory, Regional Director for AFP, recalled that “the stories were truly heartbreaking.”
During summer months, AFP distributed fans and facilitated direct connections between constituents and lawmakers to apply pressure for change. The PUC eventually responded by halving existing rate increases and denying new proposals from Xcel Energy. Additionally, a Joint Select Committee on Rising Utility Rates was established to investigate causes and implement policy interventions.
“AFP is letting Coloradans know there is a better way to govern and that their voices matter,” emphasized Jesse Mallory.
