The New Jersey Department of Environmental Protection (NJDEP) has initiated the 2024 online registration process for manufacturers producing specific glass, paper, and plastic containers sold in New Jersey. These products must adhere to minimum recycled content standards as mandated by law.
The state's 2022 Recycled Content Law applies to manufacturers of rigid plastic containers, plastic beverage containers, plastic trash bags, plastic and paper carryout bags, and glass containers. Exemptions include containers used for milk products, medical food, infant formula, and food for special dietary use.
Manufacturers can access the annual online registration service through the Recycled Content Manufacturer Registration website. This year offers two types of registration: initial registration for first-time registrants and annual renewal for those who completed an initial registration in 2023 and have a Facility ID from NJDEP Online.
Both types of registrations will be accepted until December 31, 2024, at 11:59 p.m. A $1,000 registration fee plus processing fees is required for renewals. For initial registrations, the fee depends on the year the manufacturer began selling regulated containers or packaging products in New Jersey.
For instance, a manufacturer that started selling regulated products in New Jersey in 2022 will owe $1,000 for each unregistered year. Manufacturers who submitted an incomplete registration in 2023 must submit an initial registration in 2024 instead of an annual renewal.
Manufacturers exclusively producing exempt products or with global gross revenues under $5 million annually are exempt from paying the registration fee.
