Governor Phil Murphy has announced the appointment of Kate McDonnell as his new Chief Counsel. McDonnell, who is currently serving as Deputy Commissioner for the New Jersey Department of Community Affairs, will step into her new role in mid-November. She replaces Parimal Garg, who is leaving to pursue a career in private practice.
Governor Murphy expressed enthusiasm about McDonnell's return to the Governor’s Office, stating, “I am thrilled to welcome Kate McDonnell back to the Governor’s Office as my new Chief Counsel.” He praised her extensive service and expertise in public policy as key assets for her upcoming responsibilities.
McDonnell expressed gratitude towards Governor Murphy for his trust and acknowledged Garg's support during the transition. "I want to thank Governor Murphy for his confidence in me," she said. She looks forward to contributing further to the administration's efforts.
Outgoing Chief Counsel Parimal Garg commended McDonnell's capabilities and dedication to public service. "Kate is brilliant, deeply versed in public policy, and the consummate team player," he stated. He believes she will excel in her new position and enhance the administration's legacy.
McDonnell began her public service career in 2006 with nearly 12 years at the New Jersey Assembly Democratic Office. Her tenure included nine years as General Counsel under Speakers Joe Roberts, Sheila Oliver, and Vincent Prieto.
After Governor Murphy took office in 2018, McDonnell served nearly five years as Deputy Chief Counsel and later Senior Deputy Chief Counsel. In November 2022, she became Chief Counsel to Attorney General Matt Platkin before moving to her current role at the Department of Community Affairs.
Her academic credentials include a Bachelor of Arts from the University of Notre Dame and a Juris Doctor from Rutgers School of Law, Camden. Additionally, she holds a Master's degree from Rutgers New Brunswick's Bloustein School of Planning and Public Policy.
