The New Jersey Department of Community Affairs (DCA) has announced the opening of the application portal for the Lead Remediation and Abatement Program (LRAP). This initiative allows landlords and tenants to apply online for assistance in removing lead-based hazards from homes with potential lead-based paint. Applications can be submitted via the designated portal or through community-based agencies or municipalities.
In response to childhood lead poisoning concerns, an unprecedented $180 million was allocated in the FY2023 budget. Lead exposure poses significant health risks, particularly to children, who may ingest lead-based paint chips or inhale contaminated dust.
“These grant funds are an investment in the improvement of health and remediation and abatement of lead hazards in affordable housing across the state,” stated DCA Acting Commissioner Jacquelyn A. Suárez. She highlighted that the LRAP program supports certified community-based organizations by offering employment opportunities, training, apprenticeships, and seed capital to facilitate their entry into the lead remediation field.
Tenants noticing deteriorating lead-based paint should contact their landlord or local housing authority promptly. The state implemented a law in July 2022 requiring inspections for lead-based paint hazards in certain rental properties by July 22, 2024, or upon tenant turnover. If hazards are identified, property owners must remediate them through approved methods.
Landlords interested in utilizing LRAP must ensure tenants meet program criteria. If units are vacant during application, income-eligible tenants must occupy them within 120 days post-remediation.
Priority will be given to areas with high need based on children's elevated blood lead levels under six years old. Approved applications will be assigned certified contractors for repairs and improvements aimed at reducing exposure to lead-based hazards.
The LRAP funding extends support to non-profits, for-profit agencies, and municipalities assisting low- to moderate-income households with hazard removal. Additionally, DCA provides various programs related to housing production, safety standards, planning and development among others.
