The New Jersey Chamber of Commerce has expressed its condolences following the passing of Representative Donald Payne, Jr. Rep. Payne was a committed member of the New Jersey Congressional delegation, known for his advocacy on behalf of Essex County small businesses and housing issues within his communities.
