NJBIA discusses healthcare legislation at virtual policy committee meeting

NJBIA recently conducted a virtual Health Affairs Policy Committee Meeting, focusing on legislative agendas and goals. The meeting included participation from Senator Joe Vitale (D-19), Assemblywoman Carol Murphy (D-7), Senator Gordon Johnson (D-37), and Mark Regan, Chief of Staff to Senator Anthony Bucco (R-25).

Senator Vitale outlined his legislative priorities as Chairman of the Senate Health, Human Services & Senior Citizens Committee. He provided updates on Bill S–1493, which aims to remove a smoking ban exemption for casinos and simulcasting facilities. "Vitale shared his concern for workers’ exposure to cigarette smoke as it relates to overall health and noted that he hopes to see the bill passed in the current session."

Vitale also discussed plans to separate state-run veterans' homes from the New Jersey Department of Military and Veterans Affairs, noting the disproportionate impact of COVID-19 on staff and residents in these facilities. He intends to introduce related legislation by year-end.

Assemblywoman Murphy, co-chair of the newly formed Home Care Caucus, presented the caucus's legislative objectives with an emphasis on home health care services. This sector saw increased demand during the pandemic alongside a growing aging population in New Jersey.

Senator Johnson highlighted concerns about salaries for caregivers and the time taken by insurance companies to credential out-of-state doctors. Regan addressed workforce shortages in healthcare and emphasized creating clear employment pathways.

Althea Ford, NJBIA Vice President of Government Affairs, updated attendees on several bills under NJBIA's watch. A–4953, or the Patient Provider Act, has been introduced and referred to the Assembly Financial Institutions Committee. It sets requirements for pharmacy benefits managers regarding contracts with manufacturers and pharmacies.

Bill S-3838 allows temporary fund transfers by the Director of Division of Pensions and Benefits under certain conditions. While NJBIA is not taking a formal stance, it is monitoring potential implications.

Additionally, NJBIA seeks employer feedback through its Manufacturing Skills Initiative survey to understand workforce needs better.
