The Port Authority of New York and New Jersey has awarded a $1.184 billion contract to the joint-venture firm Tutor Perini/O&G for the design and construction of a new elevated rail structure and three stations at Newark Liberty International Airport. This project is part of an effort to replace the outdated AirTrain Newark system, with 80 percent of the procurement process now completed.
The Port Authority's Board of Commissioners voted to award this contract as part of its multi-phase plan to modernize the airport's mass transit system. The current AirTrain, which began service in 1996, is unable to meet growing travel demands. "Today’s action by the Board marks the next chapter in the effort to completely transform Newark Liberty International Airport into a world-class gateway worthy of our region," said Port Authority Chairman Kevin O’Toole.
The agency recently detailed its EWR Vision Plan, which aims to enhance passenger experience and accommodate industry changes. Under this plan, Newark Liberty will be reimagined with modern infrastructure and improved facilities. Rick Cotton, Executive Director of the Port Authority, emphasized that "a new AirTrain is essential" for handling increased volumes at airports and providing a superior passenger experience.
Tutor Perini/O&G will lead this project as a joint venture. They have previously collaborated on significant infrastructure projects nationwide. Their commitment includes hiring minority-owned business enterprises and developing a local workforce program.
Construction on the new AirTrain system is expected to begin in 2025, with passenger service starting in 2030. The existing AirTrain serves as a key transport option for millions transferring between terminals and regional rail services.
To fund these improvements, the project's budget was increased by $1.45 billion due to pandemic-related delays and inflation impacts. The updated budget will be offset by deferred spending from other projects within the agency's capital plan.
In addition to replacing AirTrain Newark, plans are underway to improve access for underserved communities through local projects like EWR Station Access Project. The broader redevelopment initiative aims at establishing Newark Liberty as a world-class airport serving both New Jersey and New York regions.
