NJEDA approves tax credits for senior housing in Gloucester & Middlesex counties

The New Jersey Economic Development Authority (NJEDA) Board has approved two Aspire tax credit awards aimed at affordable housing developments in New Brunswick and West Deptford. These projects will provide 150 units for seniors, veterans, and unhoused communities.

Tim Sullivan, NJEDA Chief Executive Officer, stated, "The Aspire Program serves as a cornerstone of Governor Murphy’s stronger and fairer economic strategy by increasing access to affordable housing and investing in communities across the state." He added that the Hildebrand Commons and the Gordon H. Mansfield Veterans and Seniors Village would contribute to the vibrancy of Gloucester and Middlesex counties.

Hildebrand Commons will be situated at the former Hoffman Pavilion public housing facility in New Brunswick. The six-story building will offer 66 housing units for seniors with varying income levels. Additionally, five special-needs units are reserved for homeless individuals. The development will feature EnergyStar appliances and comply with the New Jersey Housing and Mortgage Finance Agency (NJHMFA) Energy Star Homes Program.

New Brunswick Mayor Jim Cahill remarked, “We are proud to partner with the NJEDA and Hoffman Housing Urban Renewal Associates on this transformative project.” He emphasized that Hildebrand Commons is a significant step toward ensuring senior residents can live with dignity.

In West Deptford, the Gordon H. Mansfield Veterans and Seniors Village will consist of an 84-unit residential development exclusively for seniors and veterans. The building will include amenities such as telehealth spaces, community rooms, lounges, laundry rooms, and outdoor gathering areas.

West Deptford Mayor James Mehaffey commented on the project: “The Gordon H. Mansfield Veterans and Seniors Village is a testament to our commitment to supporting both our seniors and veterans.” He expressed appreciation for NJEDA's role in facilitating this development.

Aspire is part of the New Jersey Economic Recovery Act of 2020 (ERA), supporting mixed-use developments with tax credits for projects facing financing gaps. All residential Aspire projects must include at least 20 percent affordable housing.
