The Port Authority of New York and New Jersey Board of Commissioners has approved a new reduced fare program for passengers with disabilities using the PATH commuter rail system. This initiative, which provides a 50 percent fare reduction, aligns with the existing program for senior riders. The application process for eligible customers will begin in spring 2025, with the reduced fares being implemented in the summer as part of the continued rollout of the TAPP tap-and-go payment system.
The decision follows a month-long public comment period and is part of broader efforts to enhance the PATH system. These improvements include increasing capacity and reducing delays through new railcars, signal upgrades, and track work under the PATH Improvement Plan. Additionally, ongoing projects like the $430 million PATH Forward program aim to improve speed, reliability, and passenger experience.
This marks the first time that a reduced fare option is available specifically for people with disabilities on PATH. Currently, seniors aged 65 and older benefit from reduced fares via the senior SmartLink card.
Port Authority Chairman Kevin O’Toole expressed appreciation for community collaboration: “We deeply value the dedication of advocates and community partners who have collaborated with us to turn this effort into action.” He emphasized that this program signifies progress towards greater accessibility and equity within the transit system.
Port Authority Executive Director Rick Cotton highlighted public transit's critical role: “Public transit is indispensable for many in the disability community, and the PATH system plays a crucial role in helping connect them and millions of others with jobs, family, and community.”
PATH Director Clarelle DeGraffe reiterated their commitment to accessibility: “For countless people with disabilities, public transit is more than transportation – it’s a gateway to opportunity and independence.”
Eligible riders will have two options for accessing reduced fares: a unique physical TAPP card issued by PATH or a contactless credit/debit card or mobile wallet linked to a TAPP account. Further details on eligibility criteria and certification requirements will be communicated through outreach initiatives targeting stakeholders in the disability community.
