The New Jersey Board of Public Utilities (NJBPU) has announced the creation of a Remote Net Metering (RNM) segment and an application approval process within the Administratively Determined Incentive (ADI) Program. This initiative aims to boost New Jersey's solar industry, which currently includes over 209,000 projects supplying energy across the state.
"The updates to the RNM program approved by the Board today will help more public entities, like municipalities and school districts, seeking to lower their energy costs do so by expanding eligibility and other program specifications," stated NJBPU President Christine Guhl-Sadovy. "These updates are another step taken to support the continued growth of solar energy projects in New Jersey and deliver savings for ratepayers."
RNM allows solar-generated energy at one site to be credited toward consumption at another location. Following legislation signed by Governor Phil Murphy on December 21, 2023, the Board is required to establish an application, incentive, and approval process for RNM facilities serving public entities within the same electric distribution company service territory as the solar facility.
Today's action establishes an RNM application process similar to the Community Solar Energy Program, operating on a first-come-first-served basis with a 50 MW capacity allocated statewide. The incentive level for RNM projects is set at $90/MWh as per the Cost Cap Certification Order from May 2024. This incentive will undergo review alongside other ADI incentives during a three-year review mandated by Board rules.
RNM facilities can be located on suitable private property within the same EDC service territory as the public entity, with certain exceptions outlined in December 2023's RNM statute.
