For the first time in New Jersey, seniors aged 65 or older and disabled homeowners will have the opportunity to apply for three state property tax relief programs using a single application. This initiative, mandated by the "Stay NJ Act," allows eligible residents to apply for Senior Freeze, ANCHOR, and the upcoming StayNJ programs through one form.
The Department of the Treasury's Division of Taxation is set to distribute this new combined application, named PAS-1, to over one million households by early March. The application will also be accessible online starting mid-February at propertytaxrelief.nj.gov.
Eligible applicants include seniors aged 65 or older and disabled homeowners or mobile homeowners. The PAS-1 replaces previous applications for Senior Freeze and ANCHOR, eliminating the need for separate submissions. However, availability depends on state budget appropriations.
Most other homeowners and renters who usually receive ANCHOR benefits can expect an ANCHOR Benefit Confirmation Letter this summer confirming their eligibility. Others may receive an invitation via mail to apply.
The PAS-1 can be filed online or by paper until October 31, 2025. Benefits distribution is scheduled to begin in July 2025 on a rolling basis. State Treasurer Elizabeth Maher Muoio stated: “This new one-stop application will make it simpler for residents to apply for the property tax relief benefits they’re entitled to.” She commended both the Division of Taxation and Division of Revenue and Enterprise Services for their efforts in modernizing this process.
In late 2025, those who filed using PAS-1 will receive letters detailing calculated benefit amounts from each program. Changes include adjusted income eligibility standards for Senior Freeze recipients and removal of identification requirements for ANCHOR Homeowner Recipients.
