New Jersey launches holistic public defense model focusing on comprehensive individual support

The New Jersey Office of the Public Defender (NJOPD) has launched a new collaborative, holistic representation model aimed at providing more comprehensive support to individuals navigating the criminal legal system. This initiative focuses on integrating direct legal services with mental health support, social assistance, and community resources.

Governor Murphy stated that this model is a step towards "a strong, fairer, more equitable criminal defense system," emphasizing its potential to equip individuals with necessary tools for life after trial. Public Defender Jennifer Sellitti highlighted that holistic defense goes beyond winning cases by addressing underlying issues such as mental illness and economic hardship.

The approach emphasizes teamwork and mitigation, ensuring a fuller understanding of an individual's circumstances. By partnering with local organizations providing essential services like counseling and housing support, NJOPD aims to enhance rehabilitation efforts.

Several leaders from partner organizations expressed their support. Dan Lombardo of Volunteers of America Delaware Valley praised the program for reducing recidivism and justice system costs. Rebecca Solow from Partners for Justice emphasized collaboration's role in public safety and economic mobility.

Chris Agans from NJ-STEP noted the importance of employing formerly incarcerated graduates within the defender's team for their unique insights. Andrea Steinberg from Jewish Family Service highlighted expected improvements in judicial outcomes due to this partnership.

Gloria-Ann Seel from AtlantiCare Behavioral Health stressed treating individuals holistically by addressing social determinants of health. Colleen Smith from the Center for Justice Innovation applauded NJOPD's focus on people-centered legal decision-making.

Marleina Ubel from New Jersey Policy Perspective commended the integration of various supports into legal representation as a means to strengthen communities. Jeanne LoCicero from ACLU-NJ recognized holistic defense as an equitable approach acknowledging people's lived experiences beyond their court cases.

Rev. Dr. Charles F. Boyer added his voice in support of these reforms designed to build a more just state through comprehensive public defense strategies.
