Winifred Smith-Jenkins, Director of Early Learning Policy and Advocacy for Advocates for Children of New Jersey (ACNJ), presented testimony to the Senate Education Committee in support of Senate Bill 3910. The bill aims to expand public preschool access to all three- and four-year-olds in New Jersey, regardless of their location or economic status.
Smith-Jenkins emphasized the long-term benefits of public preschool, stating, "As a former child care director, I’ve seen firsthand the impact that public preschool has had on children, families, and the communities they live in." She highlighted New Jersey's investment over the past 25 years in early education that prepares children for school and supports family stability.
A key aspect of the bill is its acknowledgment of a mixed delivery system involving community-based providers. Smith-Jenkins noted that these providers have been essential partners in delivering quality preschool services. "Preserving their place in this evolving system is not only practical—it’s necessary," she stated.
However, Smith-Jenkins pointed out that recent amendments to the bill have complicated its implementation. Questions remain about how private providers will be integrated and supported as part of this expansion.
She concluded her testimony by urging continued collaboration with stakeholders: "We look forward to working with the bill sponsors and state leaders to ensure this expansion is implemented in a way that is equitable and inclusive."
Smith-Jenkins called on committee members to advance the bill while engaging with all involved parties to ensure its successful implementation.
