With the deadline for finalizing the FY26 State Budget approaching, attention is on Governor Phil Murphy's proposal which includes $1.2 billion in new and expanded taxes. However, concerns are also rising about potential cuts to funding in key workforce areas such as manufacturing and higher education.
Christopher Emigholz, Chief Government Affairs Officer at NJBIA, emphasized the importance of restoring funds in these sectors. "This is crunch time for our county colleges and our manufacturing industry," he stated. He highlighted that restoring this funding is crucial for education and workforce development, which can provide residents with good-paying jobs within the state.
The proposed budget suggests a 12% cut in operating aid for New Jersey community colleges. Additionally, there are reductions planned for programs offering free or reduced tuition to low- and moderate-income students, including an 18% cut to the Community College Opportunity Grant and a 50% cut to Student Success Incentive Funding.
Aaron Fichtner, President of the New Jersey Council of County Colleges, noted that community colleges play a foundational role in sectors like innovation, healthcare, renewable energy, biotech, fintech, and film production. "The workforce that our state’s entrepreneurs rely on runs through our state’s 18 community colleges," Fichtner said.
Emigholz pointed out that such cuts could make New Jersey less competitive compared to states increasing their investments in education. He stressed the need for adequate funding to support faculty and staff amid rising operational costs.
In addition to education cuts, New Jersey's manufacturing sector faces challenges under the proposed budget. The plan eliminates $2 million allocated for the New Jersey Manufacturing Extension Program (NJMEP) and $10 million from NJEDA's Manufacturing Voucher Program (MVP).
Peter Connolly of NJMEP expressed cautious optimism about potential restoration of state funding but acknowledged ongoing anxiety due to possible federal funding cuts under President Donald Trump.
Since 2019, NJMEP has reported significant achievements including job creation or retention totaling over 20,000 positions and generating substantial economic impacts from its initiatives.
Emigholz underscored NJMEP's effectiveness by stating it as one of the most impactful programs nationwide: "It’s important that the funding comes back."
Despite these setbacks for manufacturing programs like MVP being zeroed out in favor of capital equipment investment incentives via tax credits proposed by Murphy’s administration; Emigholz argued that existing program funds should be restored alongside new incentives rather than offsetting them entirely if serious support towards manufacturing innovation is intended by policymakers involved with legislative processes concerning budgetary allocations impacting industrial growth prospects statewide moving forward into future fiscal periods ahead beyond current considerations presently
