Port Authority signs agreement with Boingo Wireless for network upgrades across key transit sites

The Port Authority of New York and New Jersey has entered into a new long-term agreement with Boingo Wireless to upgrade cellular and Wi-Fi networks across its properties. The move is part of the agency’s strategy to improve digital infrastructure at airports, crossings, seaport facilities, PATH stations, and the Midtown Bus Terminal.

Boingo Wireless will be responsible for upgrading and expanding 5G and Wi-Fi networks at these locations. The goal is to provide secure, high-performance connectivity that enhances the experience for travelers and supports operational needs.

Port Authority Chairman Kevin O’Toole said, “Connectivity is as essential to travel today as runways, railroads and roadways. Our commitment to strengthening our digital infrastructure ensures that the millions of people who rely on our facilities each day experience secure, high-speed connectivity that keeps pace with modern expectations.”

Rick Cotton, Executive Director of the Port Authority, stated, “Through this new contract, we will deliver best-in-class free and fast Wi-Fi, impeccable cellular phone service, and superb connectivity on all fronts to all travelers at our facilities. In addition, our new data transmission capabilities provide top-grade connectivity for our ground service workers and other back-of-house partners. These across-the-board state-of-the-art technology upgrades will support customer service second to none at all of our facilities.”

Independent speed tests have ranked Newark Liberty International Airport and John F. Kennedy International Airport among the top three major airports worldwide for median Wi-Fi performance. LaGuardia Airport has also received recognition from Airports Council International for passenger satisfaction related in part to its free Wi-Fi services.

Boingo’s relationship with the Port Authority began in 1999 when it was first contracted to install wireless infrastructure at agency properties. The new agreement was approved by the Board of Commissioners in June 2025. It includes significant expansions and upgrades to neutral host 5G, Wi-Fi, and private network infrastructure designed to meet current standards for speed, quality, and security.

Under this agreement, public access to these services will remain free. The contract runs through 2038 with an option for a five-year extension through 2043.

The agreement covers several key Port Authority sites: John F. Kennedy International Airport; LaGuardia Airport; Newark Liberty International Airport; New York Stewart International Airport; PATH commuter rail stations; Midtown Bus Terminal; Holland Tunnel; Lincoln Tunnel; and Port Newark-Elizabeth Port Authority Marine Terminal.

The upgraded network will enable services such as mobile ticketing, payments, video streaming, biometric screening, security cameras, among others. It will support operations by providing reliable connections for mission-critical tasks while offering advanced security features like encryption and continuous monitoring.

Boingo manages wireless networks at over 130 airports globally—including cities such as Los Angeles, London, Dallas, Chicago, San Francisco—and provides scalable solutions for both small transit sites and large venues.
